1997-ben a tudósok és a helyi önkormányzati tisztviselők élet-halál döntésekkel néznek szembe, amikor egy pusztító árhullám fenyegeti a várost. A helyi hatóságok – élükön Jakub Marczak hivatalnokkal – megkérik a problémás múltú Jaśmina Tremer hidrológust, hogy segítsen megmenteni a várost, bármibe is kerüljön. Ezzel egy időben Andrzej Rębacz visszatér szülővárosába, a Wrocław melletti Kętybe, és váratlanul a lázadó lakók élére kerül.
