Egy félresikerült katonai akcióval kezdődik minden, melynek egyetlen túlélője, Lee Jin Pyo bosszút esküszik társai halála miatt. E terv megvalósítása érdekében elrabolja elhunyt katonatársa újszülött gyermekét, Lee Yoon Sung-ot, hogy kemény harcossá nevelje, s társa legyen a bosszúban. A komoly fizikai, és szellemi megpróbáltatásoknak alávetett fiú felnőttként, új identitással elhelyezkedik a Kék Házban, hogy beindítsa a bosszú hadműveletét. A nehéz gyermekkora ellenére mégis jószívű, játékos természetűvé érett férfi egyre több titokzatos műveletet hajt végre, míg eléri, hogy a város hősének kiáltsák ki, aki levadássza a rosszfiúkat (így lesz a neve City Hunter). A bosszú végrehajtása jó úton halad, egyetlen nehézséggel kell csak szembenézniük, a Kék Ház fiatal, bájos testőrnőjének személyében, akibe Yoon Sung akarata ellenére beleszeret.
